You'd be surprised by what you can find crawling around down here. Several loose manholes throughout the city will open up to the tunnels below, which are home to a wholly unique ecosystem of Pokémon. Just be careful about the types of trainers you'll run into down here, and more importantly, beware of the floods. It wouldn't be a fun way to go.
